RULES OF PLAY AND REGULATIONS

The laws of
the game as promulgated by FIFA control except as provided hereafter by this Association.

have two (2) soccer seasons per soccer year: Fall (September through December)
and Spring (February through June).
3.
DEFINITION
OF “RECREATIONAL”, “ACADEMY”, AND “SELECT” SOCCER
TEAMS
3.1
CISA forms
teams that are recreational in nature who participate in recreational leagues
administered by CISA, or other associations who are members of NTSSA. It is the intent of CISA to insure that the
recreational program is not abused by the formation of illegal recreational
teams that may in fact be “select” teams.
3.2
Teams are
classified as “recreational”, “academy”, or “select” (select teams are also
called “tryout” or
“competitive” teams) based on these criteria:
3.2.1 Recreational
team
3.2.1.1 A team is classified
as a recreational team if it is made up of players who are placed on teams
based upon factors other than athletic ability.
CISA permits teams to remain together from season to season; therefore,
a player on such a team’s roster for the immediate preceding season has the
right to stay on the team for the next season (so long as they register prior
to the prescribed deadline). The
exception would be a returning fall player who did not play in the spring,
would be eligible to return to his/her team if an opening on the roster was
available. This abides with a
3.2.1.2 New recreational teams and returning teams that need players
are filled by the
Team Formation Committee on a territorial basis (e.g.,
neighborhood school, zip
code, etc.). Only
players in the Under 6 age group may request a specific coach
or team.
3.2.1.3
Player’s
names must not be identified to the coach until the player is placed on the team.
New and/or non-returning players shall not be considered as placed on any team until the team’s roster is
delivered to the coach of record at each pre- season
coaches meeting. Only the head coach may
request her or his child to be placed
on to the team he or she is coaching.
Each team’s coach, assistant coach, team
manager or other team representative shall not have authority to place any other player on a recreational team and
has no authority to advise any other player
that they are on a special team’s roster.
3.2.1.4 For Under 11, 12, 13,14,15,16, and 19 playing age
groups, players are assigned by
the method described in paragraph 3.2.1.2 above when players are available in the player
pool. If no players are available in the
player pool, coaches of record
may actively seek players of the proper age group within CISA to be added
to the team as long as no methods are used to assess the ability of the player, and
1) the player is not presently
registered on an existing team and 2)
the
player did not play for a returning recreational team during the previous season.
3.2.2 Academy
team

4. BOUNDARIES
4.1
The boundary

Players
residing outside the CISA boundaries wishing to play on a CISA team must obtain
a release from their home association to play on a CISA team.
5.
DEFINITION
OF YOUTH REGISTRANTS
5.1
Youth
registration for soccer players under these CISA rules shall include all those
registrants defined as youth by USSF, being male and female registrants under
the age of nineteen years.
5.2
Age grouping
for CISA play shall be :
Under 19 Under10
Under 16 Under

Under 14 Under 6
Under12 ** Age four (4) is the minimum age to
play soccer
5.3
The age of a
player for the purpose of league play shall be the player’s age on July 31st
of the immediately preceding soccer year.
The current soccer year begins on August 1st and ends July 31st
of the following year. Exception: Players who are 4 years of age before January
1st of the current soccer year will be permitted to participate in
the Under 6 age division in the spring season.
5.4
Proof of age
shall consist of a birth certificate, or birth registration issued by an
appropriate government agency, board of health records, passport, alien
registration card issued by the United States Government, a certificate issued
by the Immigration and Naturalization Service attesting to age, a Uniformed
Services Identification and Privilege Card (DD Form 1173) issued
by the Uniformed Services of the

PLAYER
REGISTRATION
6.1
Registered Players
6.1.1
Only players
registered shall be permitted to play in competitions under the auspices of
this association. A coach, assistant
coach, or administrator found to have knowingly allowed the use of an
unregistered player(s) shall be suspended from all soccer activities for a
minimum of one (1) year, and the team shall forfeit all games in which the
unregistered player(s) participated.
6.1.2
Player
registration and/or sign up form must come through the Registrar of CISA. The registration forms will go to the Team
Formation Committee for team assignment.
6.1.3
No player may
appear on a roster that has not been placed on the team by the Team Formation
Committee.
6.1.4
Youth players
may only be registered with one team at any given time during the soccer
year. The exception will be that a
recreational player may play with an academy.
In the case of conflicting games, the recreational game will take
precedent over the academy game.
6.1.5
Classification
by age: A player’s age group is decided
by the player’s age on July 31st of the immediately preceding seasonal year.
6.1.6
An individual
player wishing to play up an age division (maximum 1 year up for U5-U10) may do
so only upon the approval of CISA’s Team Formation Committee after receiving
the player’s written request and acknowledgement that the player will be placed
in the player pool for assignment by the Team
Formation Committee. Such player
may not request to be placed on a particular team. Players in the U11 and older
group may play up 2 years. A player may
not request to play in a younger division than their age dictates except by
approval of the NTSSA State Executive Committee (NTSSA 3.9). Failure to comply with this rule shall result
in the offending team forfeiting all the games in which the older player
participated. Also, the coach, assistant
coach, and/or manger of the offending team may be suspended for a period of not
less than one (1) year.
6.1.7
A team
wishing to play up out of their age division may do so if parents/guardians of
all players on such team provide written notice to CISA of their desire to do
so. Such team may not request the
addition of any specific players to their roster; to the extent necessary to
have the appropriate roster size in the older division, players may be added to
such team’s roster from those available within the player pool according to
player placement criteria contained herein, without regard to keeping the team
which is playing up age pure in nature.
Any such team which chooses to play up an age group must play in the
older division in all league games, tournaments, or other events under the
auspices of CISA.
6.2
Definition of Registered Player
6.2.1
Player’s name
must appear on NTSSA approved roster form, properly signed by the CISA registrar. Players not on such roster or otherwise
eligible to play with that team in a tournament through the proper use of guest
player release forms are considered unregistered players. Any person forging
the registrar’s signature will be suspended from soccer activities for a period
of not less than a year by the Board of Directors.
6.2.2
Must have
furnished required proof of age.
6.2.3
Paid
appropriate fees. Fees must be paid
prior to participation in any practice, scrimmage, or league game.
6.3
Special Considerations and Financial Hardships
6.3.1
On a case by
case basis, the Board of CISA will review application for financial
assistance. Applications must be in
writing by the parent/guardian. Absolute
confidentiality and compassion shall be maintained.
6.3.2
Provisions
for handicapped players playing in lower age groups must be approved by the
NTSSA Youth Commissioner as well as the Board of CISA.
6.3.3
If a player
was not rostered in the previous soccer season and then returns to play soccer,
he/she with the Board of Directors approval, and with the roster availability,
may be placed on the team which he/she last played. An example would be a player plays in the
fall but not in the spring; he/she may be placed on the team they last played
on in the previous fall season.
6.4
Player Placement
6.4.1
Players are
placed on CISA teams based on the following:
6.4.1.1 The Team Formation Committee will place players on
teams after giving consideration to the following factors: age, gender, school,
neighborhood, and zip code.
6.4.1.2 Siblings may request same team placement if within one
(1) age group higher.
7
TEAM REGISTRATION AND FORMATION
7.1
Registration
Format
7.1.1
Registration
dates shall be determined by the Registrar with approval from CISA Board.
7.1.2
Player fees
shall be received on or before the deadline date specified for each playing
season unless specific arrangements have been made and confirmed.
7.1.3
Player fees
shall not be refundable unless the player leaves before the first game of the
season. The parent/guardian must request
the refund from the CISA Registrar prior to the third game of the season. An administration fee to cover the uniform
and other associated costs may be charged.
7.1.4
Registration
requirements will include any documentation required by USYSA, NTSSA, and CISA. No uniform will be issued to a player unless
the association has received his/her birth certificate, all fees have been paid
(unless a payment arrangement was made by the Registrar), and/or returned
checks have been cleared and paid.
7.1.5
Registration
will end on the date as approved by the Board of Directors. The date should be closely followed by the
player team assignment by the Team Formation Committee. Players may not register after registration
ends unless approved by the Board of Directors.
Returning players that have not registered by the last published
registration date, give up their right to remain on their returning team. The Board of Directors, at its discretion,
may re-assign the returning player to their returning team or place the player
in the player pool for team assignment.
Players that register after the team assignments will be placed on teams
that need additional players, by the Team Formation Committee. If space is not available, the registration
form along with fees paid will be returned.
7.2
Player Pool
7.2.1
Experience
players moving up individually, players left behind by a team moving up, and/or
players not having a coach/team will go into the player pool for that age
group. In the event that team vacancies
cannot cover both new and experienced players, the assignments of previous CISA
players for the most recent soccer season will have priority.
7.2.2
If necessary,
established teams (without a returning coach or less than ½ of the team
returning) may be dissolved to increase the player pool.
7.2.3
If requested
by parents, siblings may be assigned to the same team, if the playing ages are
within one (1) year.
7.2.4
The player
pools will be age based, gender based (except Under 6 may be coed), school/neighborhood,
and/or zip code.
7.3
Roster and
Number of Players
7.3.1
No team shall
be allowed more than eighteen (18) registered players at any given time. The exception will be the U17-19
teams, which may roster 22. Teams within
the same age group will have balanced rosters, within 1-2 players. An exception to this will be if a team has a
larger number than the rest due to returning players.
7.3.2 No team roster shall contain more than
twice the number of players on the field in league play.
7.3.3 No team shall be allowed more than the
limits as set forth by CISA for teams playing small sided soccer
unless approved by the Board of Directors.
Those limits are:
The
Under 10 age group will have a maximum of twelve (12) and a minimum of eight (8)
players. The number on the field during
a game shall normally be seven (7), one of whom is a goalkeeper.
7.3.3.1 The Under 8 age group will have a maximum of nine (9)
and a minimum of six (6) players for those playing with five (5) on the field
or a maximum of ten (10) and a minimum of (7) for those playing with six (6) on
the field. The Under 8 age group may
play with a goalkeeper. This will be
decided each season by the CISA board and communicated to the coaches at the
preseason meeting.
7.3.3.2 The Under 6 age group will have a maximum of eight (8)
and a minimum of five (5) players. The
number on the field shall normally be four (4) without a goalkeeper.
7.3.4
A coach
cannot refuse to accept an assigned player even if the player has not had
previous playing experience.
7.4
Improper Registration
7.4.1
Any team
playing an ineligible player shall forfeit the game(s) in which that player
takes part.
7.4.2
Any coach,
assistant coach or team manager who may be responsible for playing ineligible
players or carrying “ghost” players on the roster shall be subject to
suspension and/or other penalty as stipulated by the Board of Directors. When ghost players are discovered and single
responsibility cannot be determined, the coach of record shall be deemed
responsible.
7.4.3
A “ghost”
player is defined as any player being carried on a team roster, prior to the
deadline for deleting players, but who has not actively participated in
practice or games, for the purpose of keeping the Team Formation Committee from
adding players from the player pool.
7.4.4
All teams are
subject to roster verifications and checks.
Players practicing and/or playing shall be those on the official roster
as filed by the Registrar/Age Group Commissioner to NTSSA. The Registrar/Age Group Commissioner shall be
responsible for maintaining team rosters.
7.5
Processing Time Needed
7.5.1 A one (1)
week processing time is mandatory on all requests for changes and/or copies
of rosters, individual forms, add/delete/transfer forms, and any other documents
that might be needed for
tournaments or league play. All requests
must be made through the CISA Registrar in writing.
8
RELEASE AND
TRANSFERS
8.1
Releases
NTSSA player
release forms may be picked up through the CISA Registrar or NTSSA office by
coaches, players, or parents. Player releases are subject to approval and must
be completed as required by NTSSA.
8.2 Transfers
8.2.1 All players are limited to one transfer per soccer year.
8.2.2 A player may seek a transfer from the team currently registered.
Once
the player has been released; he/she will be
placed in the player pool.
8.2.3 If a player changes from one team to another between the fall and
spring
season of any given year an NTSSA official
Add/Delete/Transfer
registration form will be forwarded to NTSSA.
The form must be
accompanied by the appropriate fees.
8.2.4 No more than three (3) players from any
registered team may transfer to
one single team. Even between spring and fall
seasons.
8.2.5 A coach may also request to release a
player by completing a "Request
for Player Release" and must be completed
as required by NTSSA.
Acceptable reasons for release/transfers
requested by the coach include
but are not limited to: player willful evasion
of practice and/or games, or
serious misconduct. Any “Request for Player
Release” of a recreational
player must be reviewed by the Age Group
Commissioner and acted
upon
by the CISA Board of Directors.(CISA)
8.2.6 A player transfer after participation in a league game,
must be approved
by
the Board of Directors.
8.2.7 Players choosing to attend a competitive tryout, clinic or
other soccer
related
activity shall abide by NTSSA rules.
8.3 Soccer Related

8.5 Failure to Comply (NTSSA 3.10.3)
Failure
to comply with the paragraphs above may result in the offending coach,
assistant
coach, manager/trainer, and/or team representative being suspended
from
soccer activities for a period of not less than one (1) year.
9 RECRUITING
9.1 CISA has determined that
"recruiting" as it applies to recreational soccer within
our
association, is: ...that action by any individual of one team who induces
and/or
entices, and/or causes to be induced and/or enticed, by word or action, a
player
of another team to seek release from the team to which said player is
bound
and attempt to join another team for any purpose. No coach, assistant
coach,
trainer, or team representative may practice any soccer related activity
with
any NTSSA registered player that does not appear on his current NTSSA
roster
or has a release from their coach of record or without appropriate guest
player
release from their coach of record.
9.2 Recruiting Attempts
Recruiting
or attempting to recruit registered players from any CISA recreational
team
by anyone to play on any other recreational team is strictly prohibited. It is
the
spirit of recreational soccer which must supersede.
9.3 Offenders
9.3.1 Violators will be dealt with by the A&D/NTSSA Director of CISA.
9.3.2 Any individual found to be in violation of
rules within the CISA governing
"recruiting"
shall be firmly dealt with by the Appeals and Discipline
Committee.
Action may include suspension of any soccer related
activities.
9.3.3 Repeat offenders will be dealt with by the
Board of Directors based upon
a
report and recommendations of the A&D/NTSSA Director.
10 TRYOUTS (NTSSA 4.8)
CISA
does not allow tryouts for recreational teams.
11 UNREGISTERED/NON-SANCTIONED
PLAY

12 PLAYERS AND
PARENTS/GUARDIANS RIGHTS
12.1 Players rights and Parents/Guardians rights concerning coaches,
assistant
coaches,
team managers or anyone who offers or who is delegated any team
responsibility.
12.2 If
at any time during the course of the existence of a team that a coach,
assistant
coach,
team manager or any said responsible individual exhibits irresponsibility
or
that character which may be deemed detrimental to the development of a
player,
that individual may be required to surrender his/her position.
12.3 Such requested action shall be submitted in writing to the Age
Group
Commissioner.
If such request is signed by 50% of team parents (each child's
family
counting as one signature), the Appeals and Discipline Committee shall
hear
the grievance.
12.4 The A&D/NTSSA Director and the Appeals and Discipline
Committee shall rule.
12.5 Offenders may be subject to suspension from all CISA soccer
related activities.
13 CODE OF ETHICS/CONDUCT
13.1 Coaches Code of Ethics (NTSSA 11.1)
All coaches, assistant coaches, managers and team
representatives in CISA shall abide by the NTSSA Code of Ethics for
Coaches:
13.1.1 Responsibility to Players
13.1.1.1 The coach must never place the value
of winning over the safety and welfare of the players. Winning should be the
result of preparation and discipline with emphasis placed on the highest ideals
and character traits.
13.1.1.2 Coaches shall instruct players to
play within the spirit of the game at all times.
13.1.1.3 Coaches shall not seek unfair
advantage by teaching unsportsmanlike behavior to
players.
13.1.1.4 Coaches should not tolerate
inappropriate behavior from players regardless of the
situation.
13.1.1.5 Demands on players’ time should
never be so extensive as to interfere with academic goals and progress.
Motivation for excellence should include academics as well as athletics.
13.1.1.6 Coaches must never encourage players
to violate NTSSA recruitment, eligibility, or guest player rules and policies.
13.1.1.7 Under no circumstances should
coaches authorize or encourage the use of medicinal or performance-enhancing
drugs. Players should be directed to seek proper medical attention for injuries
and to follow the physician’s instructions regarding treatment and recovery. At
no time should a player be put at risk by returning from injury prematurely or
by being forced to play while injured.
13.1.2 Responsibility to NTSSA and Member Associations
13.1.2.1 Adherence to all NTSSA and Member
Association rules and policies, especially those regarding eligibility, team
formation, recruiting, and guest players is mandatory and should never be
violated. It is the responsibility of every coach to know and understand these
rules.
13.1.2.2
Player development
and the growth of the player through participation is essential to the growth
of the sport. Additionally, the coach must behave in such a manner that the
principles, integrity, and dignity of the sport are maintained.
13.1.2.3 Any problems that cannot be resolved
between coaches should be referred to the appropriate NTSSA Commissioner,
Member Association, or Director of Leagues immediately.
13.1.3 Responsibility to Laws of the Game
13.1.3.1 Coaches should be thoroughly
acquainted with and demonstrate a working knowledge of the laws of the game of
soccer. Coaches are also responsible to ensure that their players understand
the intent as well as the application of the laws.
13.1.3.2 Coaches must adhere to the letter
and spirit of the laws of the game. Those coaches who circumvent the rules to
gain advantage have no place in soccer.
13.1.3.3 Coaches are responsible for their
players' actions on the field and must not permit them to perform with the
intent of injuring opposing players,
13.1.3.4 If coaches permit, encourage, or
condone performance which is not in the letter or spirit of the laws, they are
derelict in their responsibility to players, Member Associations, NTSSA, and
the sport worldwide. The coach must strive constantly to teach good sporting
behavior.
13.1.4 Responsibility to Officials
13.1.4.1 Officials must have the support of
coaches, players, and spectators. Criticism of officials undermines their
purpose in the game. Coaches must always refrain from criticizing officials in
the presence of players.
13.1.4.2 Coaches should strive to develop a
line of communication with officials, giving each an opportunity to better
understand the problems relating to their specific area. This shall not be
taken as encouragement to debate referee decisions during the game.
13.1.4.3 On games day, officials should be
treated with respect before, during, and after the game. Officials should be
addressed as "Referee" or "Mr./Ms. Referee" and not by
name. Professional respect should be mutual and there should be no demeaning
dialogue or gesture between official, coach, or player. Coaches must not incite
players or spectators or attempt to disrupt the flow of play.
13.1.4.4 Comments regarding an official
should be made in writing to the appropriate organization assigning the
official.
13.1.5 Responsibility Regarding Scouting and Recruiting
13.1.5.1 It is unethical to scout any team,
by any means whatsoever, except in regularly scheduled games.
13.1.5.2 The use of video tape or motion
picture equipment to scout an opponent's regularly scheduled games for the
purpose of recruiting is unethical.
13.1.5.3 All NTSSA rules pertaining to
recruiting shall be strictly observed by the coach, manager, or any team
representative.
13.1.5.4 It is unethical to recruit player(s)
actively playing for another team.
13.1.5.5 It is unethical for a player to be
recruited or enticed from the Olympic Development Program (ODP) setting, either
by his ODP coach or any other coach, manager, parent, or team representative.
13.1.5.6 When discussing the advantages of
his/her organization, the coach has an ethical obligation to be forthright and
refrain from making derogatory remarks regarding other coaches, teams, and
organizations.
13.1.5.7 It is unethical for any coach to
make a statement to a prospective athlete which cannot be fulfilled; illegal to
promise any kind of compensation or inducement for play; and immoral to deliver
same.
13.1.5.8 Allegations of illegal or unethical
recruiting are very serious and should be based on concrete facts rather than
hearsay and innuendo. While documentation of recruiting violations is
essential, the use of video tape and other electronic equipment is discouraged.
13.1.6 Responsibility of Public Relations
13.1.6.1 Coaches have a responsibility to
promote the game of soccer to the public. Comments and critiques of governing
bodies, teams, coaches, players, parents, or the media should be positive and
constructive, never prejudicial or inflammatory.
13.1.6.2 When asked to give a recommendation
concerning team, camp, coach or organization, it is in the best interest of all
concerned if no less than three referrals are given in order to provide a
professional unbiased source of information.
13.1.6.3 Coaches have the responsibility to
assist their players in. conducting themselves properly when in public while
representing their team, Member Association, and NTSSA.
13.1.6.4 Publicly predicting a win is folly
and serves no useful place in a coach's public image.
13.1.6.5 Comments stressing injuries, team,
personnel conflicts, or disciplinary problems as an excuse for a loss or
unsuccessful endeavor are detrimental and should be avoided.
13.1.6.6 It is unethical for a coach to
solicit alumni, parents, booster club, or managers to pressure organizations,
Member Associations, or NTSSA to alter established rules. The coach must not
attempt to influence these organizations in political or financial dealings
outside the framework of their own rules and bylaws.
13.1.6.7 The media should be allowed access
to the players for comment. Players should be instructed in how to conduct
themselves during an interview.
13.1.7 Game
Day and Other Responsibilities
13.1.7.1 A coach's behavior must be such as
to bring credit to himself, his organization, and the sport of soccer. This is
never more evident than on the day of the contest.
13.1.7.2 Rival coaches shall meet prior to
the game and exchange friendly greetings. While the concept of rivalry is
wholly embraced, it cannot take precedence over exemplary professional conduct.
13.1.7.3 During play, coaches have a
responsibility to be as inconspicuous as possible. Coaches shall exhibit a
respectful attitude towards players. The coach must confine her/himself to the
coaching area. The attitude of the coach towards officials, spectators,
opposing players and coaches should be controlled and undemonstrative.
13.1.7.4 It shall be unethical for a coach to
have any verbal altercation with an opposing coach or bench during the game.
Hostile physical contact with a player is considered highly unethical.
13.1.7.5 The coach's foremost post game
responsibility is her/his team.
13.1.7.6 Coaches should use their influence on unfriendly
spectators who demonstrate intimidating behavior towards officials and opposing
teams.
13.2 Parents Code of Conduct (NTSSA 11.2)
All
parents are to be familiar with and abide by the Parents Code of Conduct set
forth
in the NTSSA rules.
13.2.1 All parents of CISA players shall abide by the Parent's Code of Conduct:
13.2.1.1 Children have more need of
example than criticism.
13.2.2 Attempt
to relieve the pressure of competition, not increase it. A child is easily affected by outside influences.
13.2.3 Be
kind to your child's coach and officials. The coach is a volunteer, giving of her or his personal time and money to
provide a recreational activity for your child.
13.2.4 The
opponents are necessary friends. Without them your child could not participate.
13.2.5 Applaud
good play by your team and by members of the opposing team.
13.2.6 Do
not openly question an official's judgment and honesty. Officials are symbols of fair play, integrity,
and sportsmanship.
13.2.7 Accept
the results of each game. Encourage your child to be gracious in victory, and to turn defeat into victory
by working towards improvement.
13.2.8
Remember your children are involved in organized sports for their enjoyment—not
yours.
13.2.9 Encourage
your child to always play by the rules. Teach your child that honest effort is as important as victory so that the
result of each game is accepted without
undue disappointment.
13.2.10 Support
all effort to remove verbal and physical abuse from your child's sporting activities.
13.2.11 Remember that
soccer is a team sport. Encourage your child to work with his or her teammates. Avoid giving special rewards to
your child for scoring. No one player
wins or loses a game.
13.3 USYSA Player's Code
13.3.1 Play the game for the games' sake.
13.3.2 Be generous when you win.
13.3.3 Be grateful when you lose.
13.3.4 Be fair always no matter what the cost.
13.3.5 Obey the laws of the game.
13.3.6 Work for the good of your team.
13.3.7 Accept the decisions of the officials with good grace.
13.3.8 Believe in the honesty of your opponents.
13.3.9 Conduct
yourself with honor and dignity.

RULES OF COMPETITION
The rules of play for youth competition of NTSSA and
its affiliated members shall be the FIFA Laws of the
Game, modified only as to the following:
1. Size of the fields for various age groups/Law

14.1
Law I Field

that we must generally accept and play upon fields furnished by the various
organizations, the following are only

Under

Associations
developmental program modified playing rules for their group.

the minimum time has been reduced (consistent non-attendance at practice and
non-payment of fees may be cause for disciplinary action). (NTSSA

Note: CISA requires that the appropriate age group commissioner be notified prior to the
game as well as the referee.
14.4 Law IV Player
Equipment (NTSSA 3.14.4)
14.4.1 Each Player shall have a number on the
back of his/her jersey not less than 4 inches high and no duplicate
numbers.
14.4.2 Shin guards, meeting the standards set
forth in the FIFA Laws of the Game or subsequent memoranda, shall be
mandatory.

Specifically trained and
certified Junior Assistant Referee may be used in place of the
neutral referee/assistant referee. Their infraction calling authority is limited to ball in

14.12.1 Charging the goalkeeper in possession of
the ball is NOT ALLOWED in any youth play in
NTSSA. Possession is defined
as: one or two hands on the ball, holding it, bouncing it,
tossing it up and catching it, or patting it along the ground”.
14.12.2 It is not intentional “hand-ball”
offense for any player to attempt to protect the vital
areas of his or her body(chest, crotch, face) by placing hands or arms across
them to protect them from being struck at close range by the
ball. The match referee shall be the sole judge of whether the
hands or arms were used to deliberately propel the ball.
14.12.3 Coaches and assistant coaches are subject to the same game
disciplinary
procedures by the referee as are the players, i.e., cautions and/or ejections.

15 DEVELOPMENTAL MODIFIED SOCCER
15.1 The philosophy of modified soccer is to
have fun and teach the younger child skills and sportsmanship in a
manner that is consistent with the child's emotional, physical and mental
development. Modified soccer should emphasize enjoyment over
competition and offer maximum playing time for each child that allows the most
opportunity for touches on the ball.
15.2 League standings will not be recorded for the purpose of awarding
trophies in the Under 6 and Under 8 age
divisions.
15.3 Players in the Under 6 and Under 8 age divisions will receive
participation
trophies.
15.4 All infractions shall be briefly explained by the referee to
players and if necessary to coaches.
15.5 All players, parents, coaches and spectators should shake hands
after each
game as good examples for youth to follow.
15.6 Coaches, non-playing players and parents/spectators should be
located not less than 1 yard from the touch line
and within 10 yards of the half-line along the touchline. In U8, no person shall be closer than 10 yards
to the goal line.
15.7 No person shall be allowed to run the length of the field except
participants of the game. No spectators will be
allowed behind the goal line. Spectators
should confine themselves to the
coaching area.
15.8 Coaching from the sidelines (by parents or coaches) should be held
to a
minimum during game time.
15.9
UNDER 6 MODIFED PLAYING RULES
LAW I - THE FIELD
1. Distinctive lines not more
than five (5) inches wide.
2. A halfway line shall be marked
out across the field.
3. A center circle with a three
(3) yard radius.
4. Four corner arcs each with a one
(1) foot radius.
5. Goal area - three (3) yards arc
from the center of the goal post

1. Maximum number of players on
the field at any one time – Four (4) No goalkeeper.
2. Maximum
number of players on the roster should not exceed – Eight (8), recommended is 6.

of 50% of the total playing time in
each game regardless of ability.
5. Teams and games may be co-ed.
LAW IV -
PLAYERS EQUIPMENT
Players
equipment must conform to FIFA with the exceptions that a player may wear tennis
shoes or soft-cleated soccer shoes. No
baseball cleats, no jewelry or metal hair clips. Shin guards are mandatory and must be under
the socks against the skin. No socks
pulled over the shin guard.

DURATION OF GAME
1.
The
game shall be divided into four (4) equal ten (10) minute quarters.
2.
There
shall be a two (2) minute break between quarter one (1) and quarter two (2),
and another two (2) minute break between
quarters three (3) and four (4).
3. There shall be a half-time break of
five (5) minutes between quarters two (2) and three (3). Water breaks can be granted by the association
during high heat situations or if both coaches agree prior to the game and the
referee is notified. Players must remain
on the field during the water break.
LAW VIII
- THE START OF PLAY
Conform to FIFA with the
following exception:
1.
Opponents must be three (3) yards from
the center mark while kicking off is in progress.
2. Each quarter will start with a kick off,
alternating teams.
3. All kicks are indirect, including
kick-offs. No goal may be scored.

the opponents three (3) yards away.
2. The Referee must explain all infractions to
the offending player.
3. No caution or
ejections shall be issued to players except by an independent neutral referee.
4. No slide tackling will be allowed
5. Playing the ball while the player is on the
ground is allowed if there is no danger to any player. This is the referee’s decision to allow or
stop play.
LAW XIII
- FREE KICK
Conform to FIFA with the
following exceptions.
1.
Shall be classified under one heading
- indirect.
2. A goal may not be scored until the
ball has been played or touched by a second player of either team.
3. No kicks shall be taken by the attacking team
within the defending team's goal arc.
LAW XIV -
PENALTY KICK
No penalty kicks are to be taken
during these games.
LAW XV -
THROW-IN
U5-No throw
in’s are allowed. The ball will be
returned to play by a kick in. If the
ball does not enter the field of play, the player will be allowed to redo the
kick in until the ball is placed into play
U6- A decision
will be made each season as to whether the U6 program does kick in’s or
throw-in’s. Under either choice, the
player will be allowed on redo if the ball fails to enter the field properly.
LAW XVI -
GOAL KICK
Conform to FIFA with the
following exceptions:
1. Goal kick may
be taken from any point inside the goal arc.
2. Opponents must be three (3) yards away
from the ball.

15.10 UNDER 8 MODIFIED PLAYING RULES
LAW I - THE FIELD
1. Distinctive

(2) foot radius.
5. Goal area –
three (3) yards from each goal post and three (3) yards into the field of play
joined by a line drawn parallel with the goal line. A second box will be seven (7) yards from
each goal post and seven (7) yards in the field of play joined by a line drawn
parallel with the goal line.

LAW III -
NUMBER OF PLAYERS
1. Maximum
number of players on the field at any one time – Five (5)/Six (6). If playing 5 v 5, no goalkeeper will be
allowed. If playing 6 v 6, a goalkeeper is
allowed. The decision to play 5 v 5 or 6
v 6 will be made prior to the season and the coaches informed at the coaches
meeting.
2. Maximum
number of players on the roster should not exceed ten (10) for 5 verses 5-recommended
(8) and twelve (12) for 6 verses 6-recommended ten (10).
3.
Substitutions:
A. Injuries.
B. At the
beginning of each quarter.
4. Playing Time: Each player shall play a minimum
of 50% of the total playing time in each game regardless of ability.
LAW IV -
PLAYERS EQUIPMENT

10 MODIFIED PLAYING RULES
LAW I - THE FIELD

(8) yard radius.

two (2) foot radius.
5. Goal area –six (6) yards from
the center of the goal and six (6) yards into

area- fourteen (14) yards from the center of the goal and fourteen (14) yards
into the field of play joined by a line drawn parallel with the goal line.
7. Penalty
spot-eight (8) yards out from the center of the goal line.

16 LEAGUE STANDINGS
16.1 League Standing Determination
16.1.1 League
standings will be recorded for CISA in the age divisions of Under 10, 12, 14,
16, and 19 for the purpose of awarding
trophies. Those teams participating in
leagues sponsored
by associations or organizations other than CISA will
receive trophies based on the sponsoring association's or
organization's policy (i.e.
placement).
16.1.2 Final
scores will be recorded to determine division standings.
16.1.3 Correctly filled out game reports are to be
left in the mailbox at CISA fields. Game scores will be reported according to
the Metroplex current system. Failure to
do so may result in forfeiture of game points for any games not reported in the
above manner, at the discretion of the Board of Directors. Game reports must be
made on forms provided by
CISA
and filled out completely and correctly. Game reports not filled out correctly may be returned for corrections
or forfeiture of points for the game,
at
the discretion of the Board of Directors.
16.1.4 The
standings will be determined by the following point system. (CISA)

16.1.4.3 tie
- 1 point
16.1.5 In
case two or more teams are tied in points for trophy place at the completion of the regular
season, tie breakers are determined
by
the Metroplex.
16.1.6
CISA will be award
trophies to any CISA team, who finishes in first
or
second place in their division of the Metroplex.
16.2 Divisional Make-up
Divisions
are set by the Metroplex commissioners, in coordination with CISA,
at the beginning of the season and cannot change
once the schedule is made. (CISA)
16.3 Referees
16.3.1 Jurisdiction: The referee is in control of
field and all activities thereon from
the time of his/her arrival at the field until he/she has left the parking lot.
REFEREE DECISIONS ARE FINAL. Any incidence of assault or violence toward a
referee will not be tolerated and will be very harshly dealt with. The referee/association may involve the
police in this incident. Complaints concerning the conduct of CISA referees
are to be properly submitted in writing to CISA through the appropriate Age
Group Commissioner and Referee Assignor. Please also note the issue on the game
sheet. (For those issues involving a
referee not in CISA, the Metroplex VP and Referee Liason are to be notified as
well as CISA.) Email addresses are on the
Metroplex web site. The Referee Assignor will coordinate the investigation and
disposal per NTSSA guidelines. (CISA)
16.3.2 Responsibility of the referee is to insure
the safety of the players and to enforce the Laws
of the Game as defined by FIFA,
USSF, NTSSA, and CISA.
16.3.3 A referee is assigned
to games on their qualifications and experience level as determined
by the CISA Referee Assignor.
Coaches are reminded that a referee's qualifications
cannot be determined by visual inspections. Referees
are only permitted to cover games assigned by the
Referee Assignor. Referees are
entitled to rest breaks.
16.3.4 Do not approach a referee to discuss game
incidents or calls during the game. Open communication
with the Referee at halftime
and after the game is allowed within the guidelines of Coaches
Code of Ethics. The referee is still acting in their capacity
as an official and may therefore issue cautions, etc., if an
individual continues or attempts to discuss game related incidents
or calls in an inappropriate manner. (CISA)
16.3.5 Linesmen: Specifically trained and/or
certified "Junior Linesmen" may be used by
member associations. Their infraction
calling authority is limited to ball in and out of play, direction
of throw in, goal kick, and offside. (NTSSA 3.14.6 , CISA

17 DISCIPLINE
17.1 Appeals
and Disciplinary Committee
The Appeals and Disciplinary
Committee (A&D Committee) will meet for
all disciplinary action warranted by a referee misconduct report or complaint.

17.2 A&D
Committee Procedures and Composition
This committee
shall be chaired and coordinated by the A&D/NTSSA Director. (CISA)
17.2.1 Every individual receiving a yellow card
(caution) is entitled to attend the disciplinary
hearing regarding the misconduct report. Attendance is not
mandatory for a caution. (CISA)
17.2.2 The A&D/NTSSA Director will notify all
parties of the date and time of the hearing.

17.2.3 Members of the Appeals and Discipline
Committee
Make-up of this committee is
specified in 10.1 of the
CISA’s Bylaws.
17.3
Points
For playing
groups in which caution/ejection points are maintained, CISA will endorse the NTSSA
point system as the minimum disciplinary
guidelines.
17.4 Red
Cards
17.4.1 CISA retains the right, at CISA's
discretion, to hold A&D hearings on red cards given to CISA
teams that participate in leagues
sponsored by other organizations or associations. The CISA
hearing is in addition to those hearings held by the sponsoring
organization or associations. CISA may
assess
additional penalties above those imposed by the sponsoring organization or
association. However, CISA recognizes
the authority of the sponsoring organization or association
and supports their findings.
17.4.2 After receiving a red card (ejection),
player and coach must attend their disciplinary
hearing.
17.4.3 If a coach is unable to attend, no meeting
will be rescheduled for the team's convenience.
Further penalties may be assessed. Notification of the hearing date
and time on the red card (ejection)
shall be forwarded to the coach of record by certified
mail.
17.5 Distribution
CISA will make these rules
available to every youth player, coach, team
manager, league administrator and referee upon request. It is intended
that the player and/or coach will make known the contents of these
rules to his or her players parents and spectators. For simplicity these
rules reflect NTSSA or USSF rules as applicable and are often not
duplicated into the CISA rules. Coaches, parents and players are expected
to be familiar with the NTSSA and USSF rules in
addition to CISA specific rules.
17.6 Authority
(NTSSA 3.11.1)
17.6.1 All members and participants in youth
soccer within the jurisdiction of CISA and NTSSA
have requested to participate in
our programs. Therefore, those participants have agreed to abide
by the Articles of Incorporation, Bylaws, Rules and Regulations
of NTSSA and CISA, as well as those of USSF and
its respective youth and senior divisions. The NTSSA Articles
of Incorporation and Bylaws provide that it has
jurisdiction over all member
playing associations, players, coaches, team managers,
administrators and referees who choose
to affiliate.
17.6.2 CISA has been
directed to form its own appeals and disciplinary committee and to
hold hearings with the parties having
the right to be present on every player/coach/assistant coach
cautioned or ejected and on referee's reports of serious misconduct
by spectators and/or parents as required by subsequent
sections of NTSSA 3.11. This association is
required to furnish the NTSSA
State Office with a maintained up-to-date list of the A&D
chairman and committee members and
to include their addresses and phone numbers.
17.7
Misconduct
(NTSSA 3.11)
Misconduct will
be handled in accordance with NTSSA rules regarding such
actions. CISA reserves the right to impose additional penalties beyond
the minimums specified by NTSSA at the discretion of the A&D
Committee.
17.8 Appellate
Procedures
17.8.1 All those under the jurisdiction of CISA
are reminded that they must exhaust all appellate
procedures of this association on
all matters covered by these rules before NTSSA can acquire
jurisdiction to hear the appeal under its rules. (NTSSA 3.11.9-1)
17.8.2 CISA may set the
rules of hearings and may restrict the number of witnesses, and the
time allotted to each. It may also determine
whether it wants to allow closed or open hearings. (NTSSA

17.8.3 An appeal of
decisions made by CISA A&D Committee will be made to the CISA Board of
Directors in accordance with procedures
established in this section.(NTSSA 3.11.9-6)

17.8.4.2 Made to the President of CISA within five (5) days of receipt of
written notice of the A&D committee decision(s).
17.8.4.3 Fees, as specified, will be in cash or certified check and will accompany
the written notice of appeal.
17.8.4.4 Filing fees for appeals under no circumstance will be waived, fees will be refunded to
the appealing party only

17.9 Suspension
Players,
coaches, and/or spectators may be suspended from the CISA Complex
by the decision
of the CISA A&D Committee
18 REGISTRATION/LICENSE OF COACHES
18.1
Each person, who at any time could
be expected to be performing duties (coach, assistant coach, team manager,
referee, board member) with any registered youth player, must have on file a
completed Consent for Criminal Background Check (NTSSA Adult Application). This is done by accessing the link on the CISA
web site prior to any involvement with players.
18.2
The Board will approve all persons
applying for positions, such as, Coaches, Assistant Coaches,
and/or Managers.
18.3
Any Coach offering or participating
in individual/team practices, soccer camp, skills camp, tournaments,
and/or similar activities involving youth
player, must be registered with and hold a current valid NTSSA coaches
ID card.
18.5
A copy of CISA’s By-laws and Rules and Regulations
(including the Code of Ethics provided by
NTSSA) will be made available to all Coaches/Assistant
Coaches/Managers.
18.6 All
coaches will have one year to obtain their coaching license. A minimum of a G license is required.
19 GAME PROTEST
19.1 There are only two (2) acceptable causes for the
protesting of a game after
it has been played. They are:
19.1.1 A team
knowingly plays an unregistered, ineligible, or suspended player
19.1.2 There has been an obvious
error made in the application of the Laws of the Game that directly
affects the outcomes of the match,
and the referee acknowledges it.
19.2 No protests can even be
entertained if they are based on the judgment decisions made by the
referee during play. The Laws
of the Game clearly state in Law V (Referees) that…”a referee
shall be appointed to officiate each game…his decision are
to be final, so far as the result of the game is concerned”. A
game cannot be protested because one coach, or both coaches,
for that matter think the referee was incompetent. This
is a matter to be handled through the local referee’s group or State Referee
Committee.
19.3 Any protest relating to
the grounds, goal posts, crossbars, or other
appurtenances shall be made to the referee before the match. The referee shall require the responsible
team to remove
the cause of the objection, if possible, without unduly delaying
the match.
19.4 Any protest must be filed
in writing by the coach within forty- eight
(48) hours of the alleged occurrence.
Said protest may be
filed with the A & D Chairman or the President of the Association. The written protest shall be accompanied by a
cashier’s
check, certified check, or cash in the amount of fifty($50.00)
dollars. The A & D Chairman shall
then be responsible
for convening a meeting of the A & D Committee within
seven (7) days from the date of the written protest was received, to consider the
protest. If the protesting team prevails,
the fifty ($50.00) shall be refunded. If
the protest is disallowed,
the fifty ($50.00) shall accrue to the treasury of the
association.
20 TOURNAMENT OF CHAMPIONS
For
each age division (U10 through U19), CISA will send one (1) representative team
from the boys and one (1) representative team from the girls. These teams will be determined from a fall
tournament held in October. CISA will
pay the entry fee and performance bond for each team. However, if a team registers, then does not compete,
that team will be responsible for the performance bond to CISA.
21 CISA FIELD RULES
21.1 Items
prohibited from the CISA complex
21.1.1 Alcoholic beverages, weapons, and
controlled substances are prohibited inside the soccer complex or on any soccer
field, parking lot, or adjacent parking lot.
Use of any tobacco product in the soccer complex or any soccer field
under CISA control is prohibited.
Smoking will only be permitted in the parking areas.
21.1.2 Glass containers (pop bottles, gator aid jars,
etc.) are prohibited inside the soccer complex or at any other official soccer
game on any field.
21.1.3 Littering the fields will not be
tolerated. Each team is responsible for leaving
their side of the field clean.
21.1.4 No dogs or other animals are allowed in
the complex or any soccer field.
21.1.5 Park only in designated areas. No
unauthorized vehicles will be allowed on the soccer complex.
21.1.6 Observe all signs.
21.1.7 Noise generating devices or voice
amplification devices (i.e. cow bells, air horns, bull horns, etc.)
21.2
Field Usage
Only those
teams which have permission to use the field may do so. Field usage for friendly games must be cleared
through the Property Manager.
21.3 Field
of Play
21.3.1 All home games will normally be played at the
CISA Soccer Complex. The U15 and above may
play in
21.3.2 The home team shall sit on the North or
West side of the playing field. Whenever
possible, teams shall occupy the benches on the opposite sides of the field.
21.4
Field Equipment
The association
will provide for each field the following:
Two goal nets
4 Corner flags*
One Referee
Two Assistant
Referees (U10,U12,U14,U16 and U19 only)
Bibs will be
available for wear when there is a uniform color conflict
*Teams playing in
21.5 Player
Uniforms
21.5.1 Uniforms shall conform to USSF rules.
"Skin" games will not be permitted.
21.5.2 The goalkeeper shall have a different
color jersey from both teams.
21.5.3 Existing teams shall have priority on colors
of uniforms. Coaches shall contact the Equipment Commissioner for approval of a
particular jersey color.
21.5.4 If at any time two playing teams wear the
same color jersey, the home team shall change the jersey for that game. If the
home team fails to change jerseys within ten (10) minutes after the scheduled
start of a game, the home team will forfeit the game.
21.6 Referees
21.6.1 All Referees in U-10, U-12, U-14, U-16,
and U-19 age groups shall be USSF licensed referees
and wear the official uniform and
badge of that Association. Referees in U-6 and U-8 age groups
need not be USSF licensed but shall be approved by the
Referee Assignor. (CISA)
21.6.2 In case a USSF licensed referee is not
available, fails to appear, or is incapacitated
during the game with no licensed official
available, someone from an approved list prepared by the
Referee Assignor will be assigned with the agreement of both
coaches. However, neither coaches nor managers can referee
games of their own teams or games of teams playing in their
own age group. (CISA) Under 6 and Under
8 games are
excluded from this rule.
21.6.3 Referees shall indicate to the players
involved, all infractions which have been committed.
21.6.4 All complaints concerning referees other
than referee assaults must be submitted in writing
using a Game/Referee Protest form
to the Referee Assignor not more than forty-eight (48)
hours after the incident. All
matters concerning assaults on Referees or Assistant Referees
shall rest immediately in the NTSSA.

21.7 Game Forfeiture
21.7.1 The
Play of an ineligible player will constitute a forfeit.
21.7.1.1 The playing of anyone outside the age
limits of the team shall
result in forfeiture of all games and points from said games, in which said
player has participated
.
21.7.1.2 The playing of anyone for whom the
Registrar holds no
contract as required in these rules shall result in the forfeiture of all games and
points, in which said player
participated. (CISA)
21.7.1.3 The playing of a suspended player in a
game will result
in the forfeiture of all games and points, in which the said player
participated in, while under suspension.

21.7.2 Insufficient
number of players
21.7.2.1 The
U-12, U-14, U-16, and U-19 Age Groups require a minimum of
eight (8) eligible players to begin play no
later than ten (10) minutes after the scheduled start of
play. If sufficient players are ejected to fall below the
minimum of eight (8) players on the field, the game
will be declared a forfeit in favor of the other team.
21.7.2.2 The U-10 Age Group requires a minimum of
five (5)
eligible players to begin play no later than ten (10) minutes after the scheduled
start of play. If sufficient
players are ejected to fall below the minimum
of five players on the field, the game will be
declared a forfeit in favor of the other team.
The teams
may decide to play a friendly
with the remaining
players and/or parents. The referee may/may not assist
with the game.
21.7.2.3 The U-8 Age Group requires a minimum of four
(4) eligible
players to begin play no later than ten (10) minutes after the scheduled
start of play. If sufficient players are ejected to fall below
the minimum of 4 players
on the field, the game will be declared a forfeit
in favor of the other team. In the case
that a team
does not have enough players to
play, the other team will
play down to that number or give
a player to the opposing
team. If the other team fails to arrive after ten
(10) minutes,
it is recommended that the
parents play the players. It is
CISA’s philosophy, that this age
group should be allowed
to play whenever the opportunity
presents itself.
21.7.2.4 The U-6 Age Group requires a minimum of
three (3) eligible
players to begin play no later than ten (10) minutes after the scheduled
start of play. If sufficient players are ejected to fall
below the minimum of 3 players
on the field, the game will be declared a forfeit
in favor of the other team. In the case
that a team
does not have enough players to
play, the other team will
play down to that number or give
a player to the opposing
team. If the other team fails to arrive after ten
(10) minutes,
it is recommended that the
parents play the players. It is
CISA’s philosophy, that this age
group should be allowed
to play whenever the opportunity
presents itself.
21.7.3 A team failing to start within ten (10)
minutes after the referee has ordered the team take the
field, shall forfeit the game.
21.7.4 Teams refusing to play or continue a game
after being ordered to do so by the
referee shall automatically be suspended pending a ruling of the A&D
Committee.
21.7.5 A team failing to appear to any scheduled
game with no prior notice and approval of the
appropriate Age Group Commissioner shall forfeit.
21.7.6 A team who improperly postpones or
reschedules a game will forfeit at the Age Group
Commissioners discretion.
21.7.7 All forfeits shall be 3-0, for a total of
ten (10) points for the non-forfeiting team. If both
teams forfeit, 0 points will be awarded
to each team. (CISA)
21.8 Foul
Weather Procedure
21.8.1 The Referee Assignor has final authority
to postpone a game because of weather conditions.
His/her decision will be based on
conditions of the playing field and general welfare of the players.
The Property Manager shall be consulted to determine playing
field conditions. The Referee Assignor will update the rainout
number with information on the fields and games status.
21.8.2 If the rainout number states the fields are open, all teams must report
to the playing field ready to play unless coaches are previously notified by an Age
Group Commissioner or Referee
Assignor. Every attempt will be made to notify teams traveling
to CISA as soon as possible when a game must be postponed.
Coaches must not assume a game has been postponed
unless they have been specifically advised by the Referee
or CISA.
21.8.3 The penalty for failure to follow this
rule (no show) is forfeiture of the game and the
game will not be rescheduled.
21.9 Rescheduling
and Postponing Games
21.9.1 The Age Group Commissioner is the point of
contact to reschedule a game. Games cannot
be postponed by a coach or coaches without a minimum of
forty-eight hours notice to the Age
Group Commissioner. This is to ensure
that the Referee Assignor
can be sufficiently notified. The forty
eight hour notice
may be waived by approval of the Referee Assignor and
the President.
21.9.2 Postponed games must be rescheduled no
later than 72 hours after the original game time. If
a game date cannot be agreed upon
within 72 hours, the team that requested the postponement
shall forfeit. This rule does not apply if the team requesting
the postponement waives their right to bargain the makeup
date and allows the opposing team to pick the date and
time.
21.9.3 Once the schedules are distributed, CISA
games will be rescheduled at the Age Group Commissioner’s
discretion. Games
may not be postponed if one team will gain an advantage
by the postponement. Acceptable reasons to postpone
a game include: (1)insufficient number of players
due to a school function or (2)
a tournament. School functions are defined as;
any school sanctioned extracurricular activity in
which a player participates such as a sports event, UIL competition
etc. A three day weekend would not be considered
a school sanctioned activity.
21.10 Sportsmanship
It is the responsibility of all spectators, coaches,
and players to exhibit good sportsmanship to their team
and the opposition. It is CISA’s belief
that all adults set an example for our youth.
Dissent from a spectator
that is ruled unsportsmanlike by the referee will result in a warning
to the coach to control his sidelines. In the event the spectator continues
his/her dissent, the referee will request the removal of that spectator. The referee may also have the coach leave. The coach must be informed
of this possibility when he/she is warned about the spectator’s behavior.
22. GENERAL PROVISIONS
22.1
Conflict of Interest
No Board member shall use
their position on the Board or special information obtained by being
on the Board to their advantage of their team. This includes early
practicing due to any prior knowledge about team
formation, special team formation requests, etc.
22.2 Concessions
The
CISA concession stand will be leased out to a person(s) willing to operate the
stand during the entire season.
If no one can be found to operate the stand, then each team will be
responsible to provide
coverage for the stand for a 2 to 4 hour period. A schedule would be developed by the Property
Manager.
22.3
CISA Fundraiser
Since the cost of providing soccer and improvements to
the complex are not completely covered each
season, CISA may opt to conduct a fundraiser each season. All association members are required to participate
in the fund raising program in one (1) of the following ways during
the season: Take the fund raising item(s) and make a concerted effort to sell
all items or pay
the opt out fee per child. The opt out
fee would be set each soccer season.
22.4
Team Fundraising
Each team may conduct fundraisers for the team to offset costs of
attending a tournament.
22.5
Schedules
Any special requests for the
team’s schedule must be given to the Appropriate Age Group
Commissioner prior to the
Metroplex meeting for U9 and up. The U6
and U8 program must have
their requests in 2 weeks
prior to the start date for the season.
Requests after those dates may not
be honored. CISA
will do its best to accommodate as many of these
as possible. Once the
schedule is set, the rescheduling of
games will be done only for reasons of weather-related
cancellations or a school function.
Any team requests for scheduling accommodations
must be done by the specified date
before the start of the season. CISA has
concluded that it is an
unmanageable, inefficient, confusing,
and counter-productive situation to reschedule games once
the schedule has been distributed.
22.6
Changes and Amendments of these Rules
The Crowley Soccer Playing Rules may be amended,
modified, or superseded at the CISA meetings. However, the playing rule
amendments, modifications, or superseding playing rules will not take effect until the beginning of the
immediately following Soccer Season, unless
each coach is notified of the change, in which case the change will take effect
immediately. Requests for an amendment or modifications must be in written
form, submitted to the Secretary of CISA 14 days prior to a regularly scheduled
meeting of the association. The secretary will then post at the soccer complex
(during the season) and the website, the notice of requested amendments or
modifications, 7 days prior to the vote.
22.7 Distribution
of Rules
Each coach will
initially be informed of these rules.
These rules will be available on the CISA web site. Additional copies of
these rules will be available through CISA and may be purchased at CISA's cost.
Coaches will be advised of any changes in the rules at the coaches meetings
prior to the start of each season. These
rules may also be posted on the website.
22.8
Initial Adoption
These rules shall initially take effect
upon adoption at the August 3, 2005 regular meeting of CISA.
